CSU System Under Water?

Is the CSU system dead? Classes are hard to find, professors are being laid off left and right, departments are vanishing, and classes are shrinking. I'm hearing its going to be difficult to finish your bachelor's degree within 4 years in any of the CSU systems. Did I make a mistake in denying UC San Diego? I'm also hearing the UC system is getting hit hard too. THe only solution I see are private schools. But private schools cost loads of money. I have no clue where to transfer to anymore. Hopefully the CSU system pulls thorugh.
